Inthe first Municipal Class Environmental Assessments (EAs), prepared by the Municipal Engineers Association (MEA) on behalf of Ontario municipalities, were approved under the Ontario Environmental Assessment (EA) Act for municipal road projects, and municipal water and wastewater projects.

Inthe Municipal Class EAs were reviewed, updated and their approval. The Municipal Class Environmental Assessment (MCEA) process was developed by MEA to provide municipalities with a risk-based approach to comply with the Environmental Assessment Act for both capital projects and infrastructure maintenance activities.
